This is one of four interrelated action agenda papers resulting from the National Summit on Public Health Legal Preparedness convened in June 2007 by the Centers for Disease Control and Prevention and nineteen multi-disciplinary partner organizations. Each of the action agenda papers deals with one of the four core elements of public health legal preparedness: laws and legal authorities; competency in using those laws; coordination of law-based public health actions; and information. Options presented in this paper are for consideration by (...) policymakers and practitioners — in all jurisdictions and all relevant sectors and disciplines — with responsibilities for all-hazards emergency preparedness.This paper focuses on the fourth core element: information that can be used in shaping and applying law as a public health tool, specifically in the context of public health emergencies. In a recent article entitled “Tensed Sentences and Free Repeatability” (The Philosophical Review,” 1973), Stephen E. Braude puts forward the following argument: (a) Nonsimultaneous replicas of tensed sentences have the same sense; (b) therefore, tensed sentences are not translatable into tenseless sentences. I point out that the plausibility of (a) depends on which theory of meaning is true. If the rules of use theory of meaning is true, then (a) is true, but if either the content or reference theory of (...) meaning is true, (a) is questionable. I also point out that some philosophers, such as Nelson Goodman and W. V. O. Quine, who deny (b) in order to make philosophical claims about the status of temporal becoming and perspicuous languages, do not state whether the equivalence of tensed and tenseless sentences is an equivalence of rules of use, content, or reference. Braude has shown that a rules of use version of (b) is true, but not that a content or reference version of (b) is true. (shrink)

Is Perception a form of judgment? The importance of this question is that it brings to the fore a crucial issue for modern perceptionempiricism. If perception is not a form ofjudgment, it is possible o t maintain, though still with considerable difficulty, that the senses acquaint us directly with the physical world and that a metaphysical account of reality can be excluded without undermining what the ordinary layman and the scientist alike claim to know. Judgment can then be discussed from (...) the linguistic standpoint without raising any serious ontological questions. If, on the other hand, perception is judgment, or if in perceiving we inevitably go beyond that which is presented to the senses, then metaphysics is unavoidable unless we are prepared to abandon the hope of knowing anything at all. Há pelo menos três modos pelos quais o debate sobre a conduta doxástica se relaciona com a ética. O primeiro e menos contencioso assinala que o ato de crer, analogamente às ações morais, responde a um tipo de normatividade, não necessariamente moral. Por exemplo, as normas para o ato de crer podem ser puramente epistêmicas. Nesse caso, essas normas diriam respeito a como o agente deve visar ou buscar a verdade. O segundo modo como o debate da ética da crença (...) se relaciona com a ética diz respeito à fundamentação das normas para crer. A ideia é que a adoção dessas normas se fundamenta com base em razões morais e sociais. Por fim, o modo mais substancial consiste em sustentar que o ato de crer, ao menos em alguns casos, é em parte um fenômeno essencialmente moral e que, portanto, razões morais incidem diretamente sobre a legitimidade da crença. Por razões morais, alguém poderia ser recriminado por sustentar uma crença ainda que tivesse evidência favorável para ela. Ever since Clifford Geertz urged the “blurring of genres” in the social sciences, many scholars have considered the crossing of disciplinary boundaries a healthy alternative to rigidly maintaining them. But what precisely does the metaphor of “blurring” imply? By unpacking the varieties of visual experiences that are normally grouped under this rubric, this essay seeks to provide some precision to our understanding of the implications of fuzziness. It extrapolates from the blurring caused by differential focal distances, velocities of objects (...) in the visual field, and competing perspectival vantage points to comparable effects in the intersection of different scholarly disciplines. Arguing against the holistic implications of Geertz's metaphor, as well as the even more totalizing concept of “consilience” introduced by E. O. Wilson, it suggests that blurring implies new types of complexity between or among those disciplines. (shrink)

Philosophers, anthropologists and biologists have long puzzled over the question of human nature. It is also a question that Kant thought about deeply and returned to in many of his writings. In this lucid and wide-ranging introduction to Kant’s philosophy of human nature - which is essential for understanding his thought as a whole - Patrick R. Frierson assesses Kant’s theories and examines his critics. He begins by explaining how Kant articulates three ways of addressing the question ‘what is the (...) human being?’: the transcendental, the empirical, and the pragmatic. He then considers some of the great theorists of human nature who wrestle with Kant’s views, such as Hegel, Marx, Darwin, Nietzsche, and Freud; contemporary thinkers such as E.O.Wilson and Daniel Dennett, who have sought biological explanations of human nature; Thomas Kuhn, Michel Foucault, and Clifford Geertz, who emphasize the diversity of human beings in different times and places; and existentialist philosophers such as Sartre and Heidegger. He argues that whilst these approaches challenge and enrich Kant’s views in significant ways, all suffer from serious weaknesses that Kant’s anthropology can address. Taking a core insight of Kant’s - that human beings are fundamentally free but finite - he argues that it is the existentialists, particularly Sartre, who are the most direct heirs of his transcendental anthropology. The final part of the book is an extremely helpful overview of the work of contemporary philosophers, particularly Christine Korsgaard and Jürgen Habermas. Patrick R. Frierson explains how these philosophers engage with questions of naturalism, historicism, and existentialism while developing Kantian conceptions of the human being. Including chapter summaries and annotated further reading, What is the Human Being? is an outstanding introduction to some fundamental aspects of Kant’s thought and a judicious assessment of leading theories of human nature. She had been publishing shorter fiction as well as articles since (...) 1919.1 Her lover, Bertrand Russell, had encouraged her writing career, assisting with the placement of her first short story in The English Review.2 He thought a writing career preferable to acting. Using the stage name “Colette O’Niel”, she had a successful career on the stage.3 The novel is a fictional account of the love affair between Russell and Colette.They appear as Gregory del Orellano and Konradin Waring. It was not, however, recognized as a roman à clef when it was published, as their affair was not known by anyone except their closest friends and family members. John Slater recognized it for what it was.4 Three of the four Russell biographers mention the novel.5 Presumably all three relied on Slater’s article. Ronald Clark quotes one sentence from the novel, a summation of Gregory’s character by one of the other characters who shared the view of many. Gregory was seen as “a man exhausting other men by his intellect; exhausting women by his intensity; wearing out his friends, sucking them dry, passing from person to person, never giving any real happiness—or finding any” (Coming Back, p. 307; Clark, p. 583). Only Ray Monk undertakes a detailed description of the novel, even naming the last chapter of The Spirit of Solitude, “The Coming Back”. He identifies, as did Slater, several other characters with their real life counterparts: Ottoline Morrell is Magdalena de Santa Segunda; T. C. Maynard is T. S. Eliot; Jevons is Clifford Allen; Marcus Beazley is Maurice Elvey; Gertrude West is Dora Black. He quotes the sentence that Clark had used earlier (Monk 1: 607). Monk writes that “Russell claimed never to have read The Coming Back (or any of Colette’s other books). Perhaps he knew it would make painful reading” (1: 608). Monk provides no source for this judgment, and in fact it is untrue. Although The Coming Back is not specifically discussed in their correspondence, her other three books are.6 My reading of the novel is coloured by an attempt to identify what is true in the novel. My knowledge of the truth is based on editing their correspondence.The novel is a fascinating portrait of the Russell and Colette relationship, far more revealing to those in the know than her autobiographies, where libel concerns were always at the forefront. Her first autobiography, AfterTenYears, had been published two years earlier, in 1931, to great acclaim. The Coming Back’s dust-jacket reads: Here is the first novel from the author of that vivid and successful autobiography, After Ten Years. And as might be expected, it shows the same vitality, integrity, and the same passion for beauty as the earlier work. Constance Malleson presents a portrait of a young girl of our times, and of her stand for freedom, through all its stages from selfishness to a fine renunciation. Зазначено, що отримання православними віруючими України Томосу про визнання автокефалії і конституювання Православної Церкви України позитивно впливає не лише на розвиток самої ПЦУ, але й рівня патріотизму, відновлення і розвою (...) україномовного середовища, архетипних традицій, обрядів, поведінкових моделей тощо. El debate del siglo XIX acerca del solapamiento o no entre el reino animal y el de las máquinas se ha transformado, en el siglo XXI, en una controversia sobre el solapamiento o no entre la inteligencia humana y la inteligencia artificial. Si diferenciamos los tres dominios (el animal, el humano, el de las máquinas), y dejando al margen la cuestión de sus posibles solapamientos, podríamos preguntarnos: ¿cómo conocen los humanos? ¿conocen los animales? ¿conocen las máquinas? El interrogante que en (...) la actualidad suscita un mayor interés es este último, que suele adoptar la forma siguiente: ¿pueden conocer las máquinas como lo hacen los humanos?Defenderé que las máquinas no comparten con los humanos ninguna de las cuatro características arriba mencionadas (conciencia, libertad, normatividad, responsabilidad), si bien pueden simularlas. Los animales, por su parte, hasta donde tenemos conocimiento, sólo comparten parcialmente el primero de los aspectos señalados. Me apoyaré principalmente en ideas de William Kingdom Clifford (1876-77) y Ernest Sosa (1991, 2007) para defender este punto de vista. (shrink)

J. M. E. McTaggart famously divided time into two time series, which he entitled A-series and B-series. Although he was proponent of neither of them, his division initiated a discussion as to which of the series is prior or real. This paper follows Clifford Williams’s claim that these series are not as distant as their proponents argue they are. It demonstrates their translatability in the case of examples from temporal logic and natural language. It argues that, if there are (...) any deep-rooted differences between these two series, they are only metaphysical. These metaphysical differences could be overcome by focusing on logic or natural language. These two series of time are also used in computer science and in the development of Artificial Intelligence. However, no attempt at unifying them has been suggested in these fields of study. J. M. Třebaže nebyl zastáncem žádné z nich, jeho rozdělení podnítilo diskuzi, která z těchto časových sérií je přednější nebo jediná skutečně reálná. Tento článek navazuje na názor Clifforda Williamse, že tyto časové série nejsou tak rozdílné, jak tvrdí jejich zastánci. V článku je demonstrována jejich přeložitelnost na příkladech z temporální logiky a přirozeného jazyka. Článek dále tvrdí, že jestliže je zde nějaký hluboce zakořeněný rozdíl mezi těmito dvěma sériemi, pak je pouze metafyzický. Tyto metafyzické rozdíly mohou být překonány, zaměříme-li se na logiku a přirozený jazyk. Danielle Macbeth disagrees with the view that there are logical truths in an ontological sense, and argues that we have no adequate epistemological account of our access to such features of reality. In my response I recall some main aspects of my ontological and epistemological formulation of logic as a science, and argue that neither Quine’s considerations against meaning, nor Benacerraf’s considerations against Gödel’s realism, show the untenability of an approach to logical truth in terms of logical propositions that denote (...) logical states of affairs.Danielle MacBeth discorda da tese que há verdades lógicas em um sentido ontológico e argumenta que não há um tratamento adequado de nosso acesso epistêmico à tais aspectos da realidade. Lüders and Pauli proved the $\mathcal{CPT}$ theorem based on Lagrangian quantum field theory almost half a century ago. Jost gave a more general proof based on “axiomatic” field theory nearly as long ago. The axiomatic point of view has two advantages over the Lagrangian one. First, the axiomatic point of view makes clear why $\mathcal{CPT}$ is fundamental—because it is intimately related to Lorentz invariance. Secondly, the axiomatic proof gives a simple way to calculate the $\mathcal{CPT}$ transform of any relativistic field (...) without calculating $\mathcal{C}$ , $\mathcal{P}$ and $\mathcal{T}$ separately and then multiplying them. The purpose of this pedagogical paper is to “deaxiomatize” the $\mathcal{CPT}$ theorem by explaining it in a few simple steps. Morris, Assistant Professor of Philosophy at the University of Notre Dame, has written a technical yet provocative study on the Incarnation. As a faithful Christian he believes in and desires to defend the traditional Christian doctrine of the Incarnation proclaimed in the New Testament and defined by the (...) early councils of the Church, especially Chalcedon, that is, that Jesus is the One eternal Son existing in two natures. He also holds that, while the truth of the Incarnation is revealed, it must nonetheless stand the test of logic and reason. The Incarnation cannot be illogicaJ or meaningless. " If the church has been guided by God in such matters as the formulation of its creeds, conciliar decrees, and catechisms,.... we would not expect glaring logical flaws in its central doctrinal affirmations" (p. 46). The stated purpose of Morris's study is to defend the traditional doctrine against those who would hold it to be logically incoherent and meaningless. "In the course of thinking about the Incarnation for some years now, I have come to see that a few simple metaphysical distinctions and a solid dose of logical care will suffice to explicate and defend the doctrine against all extant criticisms of a philosophical nature" (p. 9). Morris meticulously analyzes and critiques a number of arguments that oppose the possibility of coherence of the Incarnation by attempting to demonstrate that such arguments are.either false and illogical themselves, or that they do not apply to a true understanding of the Incarnation. Moreover, Morris proposes a novel understanding of the Incarnation which he believes is both logical and intelligible, and which conforms to the Christian tradition. This goal of upholding the intelligibility of the Incarnate leads Morris to a three-fold task. He first of all must refute his chief adversaries, those who would deny the sensibleness of saying God became man in Jesus. Such critics deny the validity of the Incarnation on the ground..'! that it is meaning·less, and the'l'efore impossible to juxtapose the incommensurable. attributes of divinity and humanity, e.g., perfection/imperfection, immutability/corruptibility. They hold that Jesus could not have had both these sets of properties at once (cf. p. 20). Morris refuses to capitulate to such arguments. He nevertheless insists that any solution to the issue which would undermine human logic or which would fail to uphold the Christian's belief is no solution at all (cf. p. 32). 367 368 BOOK REVIEWS Secondly, Morris's task leads him to refute any attempts at a " OneNature " solution, which would "squash" together the human and divine natures in Jesus to form a single nature. Such proposals jeopardize either the integrity of Jesus's divinity (Arianism) or his humanity (Docetism, Monophysitism), inevitably composing a mythical tertium quid (cf. pp. 33-38). Morris presents a clear case against such corruptions of the Incarnation. Thirdly, Morris's task brings him to analyze contemporary kenotic Christology. He thoroughly discusses this approach, for the reason that it is directly involved in the issue at hand, namely, the incompatibility between divine and human properties in Christ. Secondarily, however, Morris's interest in kenoticism reflects his own hope that some variation of the approach might posibly arrive at a Christological solution (cf. p. 92). While he ultimately rejects kenoticism, Morris flirts with the various alternatives, and, as we shall see, his own perception of the Incarnation remains tinged with a kenotic flavor. How then is it possible to predicate of one and the same individual divine and human attributes intelligibly and coherentlyT To use contemporary computer jargon, the question might be phrased: is it possible that God and man can he "incarnation-friendly¥" Morris believes so. Morris first of all sets out to define the terms-divine nature and human nature. He believes part of the incompatibility problem lies in attributing to Jesus's humanity unnecessarily hostile aspects. In Connectionism and the Philosophy of Psychology, Horgan and Tienson (1996) argue that cognitive processes, pace classicism, are not governed by exceptionless, “representation-level” rules; they are instead the work of defeasible cognitive tendencies subserved by the non-linear dynamics of the brain’s neural networks. Many theorists are sympathetic with the dynamical characterisation of connectionism and the general (re)conception of cognition that it affords. But in all the excitement surrounding the connectionist revolution in cognitive science, it has largely gone unnoticed that connectionism (...) adds to the traditional focus on computational processes, a new focus – one on the vehicles of mental representation, on the entities that carry content through the mind. Indeed, if Horgan and Tienson’s dynamical characterisation of connectionism is on the right track, then so intimate is the relationship between computational processes and representational vehicles, that connectionist cognitive science is committed to a resemblance theory of mental content. The paper by Jairo José da Silva is mainly concerned with the character of mathematical proof and with the nature of mathematics and its ontology. Although there is a fair amount of agreement in our views, I focus my response on three issues on which we disagree. The first is his view of mathematical proof as generally unconstrained by language and by a previous proof apparatus. The second is his discussion of Brouwer’s views on proof and formalization. ABSTRACT In a recent paper Alan Carter argues that the claim that workers’co‐operatives merely replace exploitation by employers with ‘self‐exploitation’is nonsense: the term ‘self‐exploitation’is self‐contradictory. He maintains that the only form of exploitation to which a workers’co‐operative may be said to be subject is ‘market‐exploitation’by dominant economic actors who are external to the co‐operative. I argue that these conclusions are mistaken. While the concept of ‘market‐exploitation’is not without value, it is difficult to operationalise. While the concept of ‘self‐exploitation’is, understood literally, (...) incoherent, the claims defended by some of the users of this term can be made conceptually respectable. (shrink)

The contents of the sixth book of Ennius' Annals have recently become a matter of dispute. Ever since Columna's edition it had been assumed that the book was entirely given over to the story of the war against king Pyrrhus . That view was based on the anecdote told by Quintilian 6.3.6, that Cicero, asked to say something de Sexto Annali, a witness in a law case, replied: ‘Quis potis ingentis oras euoluere belli’. It seems as good as certain that (...) this was the first line of Book VI, and belli was taken by all as referring to the Pyrrhus war. According to Dr T. Cornell, however, ‘unrolling the mighty scroll of war’ means that the poet is now going to describe warfare on the grand scale, thus setting the sequence of the third Samnite War, the Pyrrhus War, and the second Punic War against the minor wars described in the first five books. I doubt if Ennius would have felt that the early Latin war with the story of Lake Regillus, the capture of Veii, the Allia, the fall of Rome to the Gauls, and the second Samnite war were minor wars; but I am certain that bellum in the singular, except in contrast to the notion of pax, cannot refer to war in a general sense, covering a plurality of wars. This paper discusses the development of self-consciousness in the history of philosophy of the 20th century compared with the same development in the natural sciences. The author characterizes this stage of philosophical historiography as the “revolution of relativity.” This movement of self-consciousness was apparent in not only the humanities but also the natural sciences at the turn of the 19th and 20th centuries. Awareness of probability is a fundamental achievement of non-classic physics, which has since reversed its paradigm. In contrast (...) to the Newtonian scheme, quantum theory introduces the category of probability and insists that we can talk about certain physical phenomena only in a probabilistic mode and that the method of observation affects the phenomena observed. Consequently, any “object-subject” and “subject-subject” interaction involves the experience of the researcher, which thereby affects the results. The same model of interpretation lies at the basis of the turn toward self-consciousness in the history of philosophy of the 20th century. The classical history of philosophy is built on idealization and gives an objective description of the philosophical process. Following the other sciences, the philosophy of the 20th century understood that historical and philosophical reality largely depends on the historians of philosophy; that such reality is constructed by certain means; that there is a certain kind of historical and philosophical work; and that, with different strategies, methods and approaches, we obtain different results that are complementary to each other. The 20th century was a time of competing interpretations rather than gradually progressing historical and philosophical systems. This stimulated the search for own ideal of objectivity. For philosophical historiography, this is the hermeneutic ideal of the structural analysis of text or architectonic reconstruction. The historicalphilosophical revolution of relativity promotes the development of critical historiography and revises the foundations of its classical tradition. (shrink)

Ken López-Escobar questions the timeless status of various entities—propositions, numbers, etc.—as well as my characterization of pure propositional logic as an ontological theory. In my response I argue that my characterization of propositional logic does not depend on timeless propositions, or on other abstract truth bearers, but is a characterization in terms of truth relations between any truth bearers. This paper studies the model of the quantum electrodynamics (QED) of a single nonrelativistic electron due to W. Pauli and M. Fierz and studied further by P. Blanchard. This model exhibits infrared divergence in a very simple context. The infrared divergence is associated with the inequivalence of the Hilbert spaces associated with the free Hamiltonian and with the complete Hamiltonian. Infrared divergences that are visible in the perturbative description disappear in the space of the clothed electrons. In this model when (...) the Hamiltonian is expressed in terms of the “physical” fields that create the electron together with its cloud of soft photons, the variational principle suggested earlier can be applied. At finite time the Heisenberg field of the model acts in the space of the perturbative electron together with a finite number of perturbative photons, while the “physical” field can be chosen to act in the space of the exact (“physical”) electron eigenstates together with a finite number of physical photons. The space of the physical (or clothed) electron states can be chosen to be a Fock space. (shrink)
